Resolution 70/2025 stipulates the principles, criteria and norms for the allocation of public investment capital from the state budget for the period 2026–2030, effective from the beginning of April 2025.

The allocation of capital must ensure concentration, efficiency, and not be spread out, prioritizing investment in key national projects, transport infrastructure, digital transformation, energy and water security, while complying with the principles of publicity and transparency. The order of priority in capital allocation includes: ; Urgent public investment projects; National target programs and key national projects; Repayment of advanced capital and settlement of construction debts; Completed projects that have not been fully funded; Programs using ODA capital and international loans; Public-private partnership projects as prescribed.

The Resolution also points out the division of capital sources between the central and local budgets, domestic capital and foreign capital, with priority given to mountainous, border and island localities to narrow the development gap. The central budget is expected to allocate a maximum of 30% to supplement targeted funding for localities, allocated by sector and field (excluding capital from the National Target Program, ODA or preferential loans), while the remaining amount will be implemented by specific ministries and central agencies according to regulations and order of priority.

The fee is calculated from the month the certificate is valid until the month before it expires, is suspended or revoked. Of which, the fee-collecting organization is allowed to retain 85% to cover costs, and the remaining 15% will be paid to the state budget. If the fee-collecting organization is a state agency that does not allocate expenditures, the entire collected fee will be transferred to the budget.
